Abstract
It is the purpose of this study (1) to compare the administrative handbooks for secondary schools developed in state departments of education to ascertain the policies and practices that a majority of the states prescribe for their secondary schools in certain major areas of administration; (2) to analyze the handbook for secondary schools of the State of New Mexico to determine the extent to which policies and practices in New Mexico conform or do not conform to the policies and practices followed by most of the states; and (3) to develop recommendations for revision of the New Mexico handbook in keeping with (1) and (2), and based upon the assumption that the policies and practices followed by the majority of the states are educationally and administratively sound.
