Abstract
A substantial body of literature and theory trends during the past decade was aimed at upgrading elementary arithmetic programs. Generally, it advocated that educational improvement could be much greater in the future than it had been in the past if newer instructional processes and newer instructional materials were implemented in elementary school arithmetic programs. The impetus created by this literature is continuing at the present time. Currently, research and pilot projects in elementary school arithmetic instruction, experimental arithmetic curricula, commercial arithmetic textbooks, and university elementary teacher-education programs are cooperatively promoting widespread implementation of meaningful arithmetic teaching approaches and materials.
