Abstract
This study has attempted to develop an appraisal instrument to be used for determining the extent to which a selected sampling of desirable personnel practices has been incorporated as a part of the school's personnel program. It has entailed the systematic selection of a broad range of personnel policies and practices, categorizing them into a number of functional areas of personnel management, and then reducing the practices to a representative sampling which was used in the construction of the final appraisal instrument. The result has been the development of an appraisal device, designed as a self study instrument, to determine the extent to which desirable personnel practices, as measured by a valid representative sampling, are in operation in a particular school system.
