Abstract
It is important as an initial consideration to determine the boundaries of this study. In the United States the term conscription has been adopted almost exclusively in war periods. During the Civil War, World War I, and World War II national conscription has been resorted to. We have only two examples of enactment of peacetime conscriptive programs: that just prior to the United States’ entry into World War II and in the post-World War II period
