Abstract

Until recently little information has been available in English on Latin America's national legislatures. This study was undertaken to provide substantive knowledge about the Senate, and the role it plays, ' in the political system of Venezuela; and to permit the development of more accurate general theory on the legislative process.

Field research conducted in 1968-1969 concentrated upon the Senate's institutional development in the post dictatorial period. Specifically, the Senate of the 1964- 1969 constitutional term was analyzed in depth. For this purpose, the Senate was conceptualized as a subsystem with linkages to the political system. Two main sources of data (personal interviews with senators, senatorial staff and party personnel; and public documents) were used extensively. Role theory was employed for ordering interview responses about personal norms of behavior and conduct. The interview schedule also tapped structural and functional dimensions of the institutional operations of the Senate. A content analysis was performed on the Senate's debates for the 1964-1968 sessions.
