Abstract
When Abraham Lincoln took the oath of office as President of the United States on March 4, 1861, the military establishment was unprepared for the coming struggle. The Navy Department was probably the most feeble of the armed services. It did not have the men, vessels or armament and lacked the legal authority to increase or strengthen them.
