Abstract
This dissertation presents an interdisciplinary approach to the area of educational civil rights and bilingual/bicultural education.
Chapter 1 provides a compilation of legal precedents that can be used in challenging existing oppressive school practices. The second chapter deals more specifically with the reality of oppression. Words and formulations in Washington take on new dimensions when they reach Beeville, Texas. The third chapter examines the goals and definitions of current bilingual/bicultural programs. There is the strong suggestion that these programs will continue to be ineffective as long as they remain within the definitional framework established by the oppressor. The fourth chapter is a comprehensive resource directory for those individuals interested in pursuing the question of bilingual/bicultural civil rights and a more politically oriented educational pedagogy.
Hopefully, this work can be used to promote educational change and a continuing struggle against oppression.
