Abstract
The need for valid evaluation activities and the lack of a theory of evaluation or even a completely adequate evaluative model provided the impetus for this study. The purpose of the study was to identify the extant model which appeared to have the greatest potential for growing into a comprehensive model or theory of evaluation and to attempt to further its development. The Composite-Goal model was identified and this study focused on the problem of developing procedures to meet two unresolved methodological requirements of the model, (a) specifying the relative importance of program objectives and (b) justifying the selection and the relative importance of the objectives. The method employed by the study was to set forth a rationale about how such a set of procedures could be developed and then to apply and refine the rationale in a series of four developmental phases. The rationale contained two major points, (a) the dimensions of specificity, time, and importance were relevant to the selection of objectives and provided continua on which objectives could be ordered and (b) consensus among parties pertinent to an educational program regarding the order of objectives on the continua was an external criterion against which to justify the order. The rationale was applied and refined during the four phases which were conducted with various types of educational programs and several types of people pertinent to such programs. The procedures and processes which resulted from the study were shown to meet the two requirements which were the focus of the study. In addition, the procedures were shown to meet other methodological requirements of the Composite-Goal model and to be applicable to several other models of evaluation as well.
