Abstract

The purpose of this study was to present an historical account of the University of New Mexico's involvement in technical assistance programs in Latin America but focusing on the Ecuador Primary Education Loan Contract; the Ecuador Project was selected as the model to examine because it contains all the components found in other projects--longterm technicians, short-term consultants, and participant training. This study is the first comprehensive and detailed historical account of the University of New Mexico's technical assistance efforts in Latin America.
