Abstract
Water is in short supply in New Mexico. Nearly all the surface water supplies have been appropriated, and only limited fresh groundwater supplies exist. Most of New Mexico's existing water supply is used for irrigation; thus, the increasing urban and industrial water demands resulting from population growth will have to be met by the retirement of irrigation water rights.
