Abstract
Naval officers are formally evaluated each year relative to their performance of duty, their character, and their ability to assume more responsible positions within the United States Navy. There is no requirement to counsel the officer on his performance duty. Therefore, counseling of an officer rarely, if ever, occurs and the evaluation report becomes merely a tool to be used by members of the Bureau of Naval Personnel in Washington, D.C.
