Abstract

Tamiahua is a small fishing community located on the Gulf of Mexico in the state of Veracruz. The community currently has no piped potable water supply or wastewater collection and treatment. In order to meet the water needs of the people of Tamiahua, a functioning potable water system and wastewater system must be completed. Residents are also concerned with increasing contamination in the lagoon and its possible effects on the lagoon’s productivity. Currently, residents of Tamiahua buy bottled water for cooking and drinking and release raw wastewater directly into Tamiahua Lagoon.

The purpose of this study was to develop information on current water use, to collect data on preferred level of water supply and wastewater treatment for residents, and generate information on the community’s willingness to pay for water and wastewater infrastructure. Residents of Tamiahua are willing to contribute to capital costs and monthly user fees for upgraded piped potable water and wastewater services, therefore the municipal government should consider implementing mechanisms to collect funds for water and wastewater infrastructure in the form of some type of user fee program.
