This University Administrative Policies and Procedures Manual (UAPPM) is published by the UNM Policy Office and serves as the official reference source for institutional policies and procedures. It is intended to be a "Users Guide" to assist those persons in the various organizations of the University responsible for carrying out the administrative functions of their organizations.
The UAPPM contains policies and descriptions of appropriate procedures, including forms, to help the user better understand the administrative processes of the University. The UAPPM policies are organized by major functional categories. Through the policies, the UNM Policy Office strives to clarify expectations and responsibilities, mitigate risk, enhance efficiency, and promote compliance with laws and regulations. Before new policies are issued or existing policies amended, they must be approved in writing by the President of the University.
AUTHORITY OF MANUAL
The UAPPM policies implement the policies in the Regents' Policy Manual. If a conflict occurs between a newly adopted Regents' policy and a UAPPM policy, the Regents' policy shall prevail and the UAPPM will be updated to reflect the new Regents' policy.
This UAPPM is intended to address administrative policies and procedures. It does not contain academic policies, which are published in the Faculty Handbook by the University Secretary's Office.
Colleges and departments may have individual policy and procedure documents that establish specific guidelines for personnel in those organizations. These individual organizational guides should be consistent with the UAPPM. Where conflict may exist, the UAPPM shall prevail.
