Abstract

The Department of Energy/National Nuclear Security Administration (DOE/NNSA) and Sandia National Laboratories, New Mexico (SNL/NM) have requested modifications to the Resource Conservation and Recovery Act Facility Operating Permit (Permit) for Sandia National Laboratories/New Mexico. The requested modifications consist of revisions to the Mixed Waste Landfill (MWL) Long-Term Monitoring and Maintenance Plan (LTMMP), which is incorporated by reference into Permit Attachment M, "Long-Term Monitoring and Maintenance Plan for Solid Waste Management Units and Areas of Concern Granted Corrective Action Complete with Controls." The MWL is also known as Solid Waste Management Unit (SWMU) 76.

The DOE/NNSA and SNL/NM propose to update the MWL media-specific trigger levels. Since implementation of the LTMMP, the regulatory standards and risked-based screening levels used to develop the trigger levels have been updated. The proposed trigger level updates are based directly on changes to regulatory guidance or standards. Additionally, the DOE/NNSA and SNL/NM propose minor informational and administrative revisions to update the text from 2009 (planning future activities) to 2025 (completing over 10 years of post-closure care).

This requested modification does not substantially alter the requirements of the LTMMP, and the modification will not reduce the capacity of the DOE/NNSA and SNL/NM to protect human health and the environment.
