Abstract
The permanent trust fund is based on two actions taken by the United States Congress; the Ferguson Act of 1898, and the Enabling Act of 1910. Each of these acts provided land for Terrotory and future State of New Mexico. Under this trust, this land is to be used solely for the beneficiaries of the trust, as provide the greatest possible benefit for the institutions as provided in the above acts. The entire land area provided by the United States for the trust amounted to approximately thirteen million acres of land
