Abstract
This study assesses the relationship between President Franklin D. Roosevelt and the United States Army during the calendar years 1937-1940 and the appropriations for the War Department for military activities for fiscal years 1937-1941. The approach is made primarily through a study of the formulation of the annual estimates by the War Department, the action thereon by the Bureau of the Budget, and the course of the appropriation bills through Congress. The study relies on the official correspondence files of the War Department in the National Archives, the manuscript collections of the Franklin D. Roosevelt Library, and official publications of the United States Congress.
