Abstract
Jose Manuel de Herrera is perhaps best known because of his stay in new Orleans in 1815-16 as emissary of the first Independent Congress of Mexico. While this mission is what brings him briefly into United States history, he had a considerable part in the Mexican War of Independence as a companion to Morales in the early journalistic and legislative work of the revolution.
