Abstract

The 1974 New Mexico State Legislature enacted House Bill 85 which consisted of a distribution plan to allocate state monies for education on a cost index basis. This distribution plan recognized the fact that different types of education require different expenditures. Distribu­tional as well as taxpayer equity are characteristic of this formula, two features lacking in previous formulas.

The state equalization guarantee formula has been in operation for one fiscal year; hence, it becomes essential to evaluate it in terms of its distributional relationship to actual expenditures in the school districts. One of the primary objectives of this study was to compare the program cost indices developed in this study to the program cost indices established in New Mexico law for the purpose of determining the accuracy of those legal indices.
