Abstract

This paper describes the design of a radar experiment that will be conducted by the U.S. Naval Research Laboratory at Washington, D.C. The proposed experiment and the background of the problem are discussed, as well as the theoretical background, experimental background, and other design considerations are discussed in later sections.
