Abstract
This report summarizes major New Mexico economic development financing mechanisms, including Special Assessment Districts (SADs), Public Improvement Districts (PIDs), Tax Increment Financing (TIF), Industrial Revenue Bonds (IRBs), and the Local Economic Development Act (LEDA). The publication explains the legal framework, financing structures, and policy considerations governing public infrastructure and development projects in New Mexico.
