Abstract

This report examines the Federal Power Commission’s landmark Permian Basin natural gas pricing decision and its implications for producers, consumers, and energy regulation in southeastern New Mexico. The publication includes an analysis of the shift from individual cost-of-service regulation to area-wide pricing, along with a reprinted address by Phillips Petroleum President Stanley Learned arguing that federal price controls threatened future natural gas supplies.
