Abstract
This baseline study provides a comprehensive portrait of Santa Fe’s economy prior to implementation of the city’s living wage ordinance, detailing demographic trends, labor market conditions, cost‑of‑living pressures, industry structures, and the characteristics of low‑wage workers. It establishes the empirical foundation needed to evaluate future economic, social, and business impacts of the phased‑in wage increases.
