Abstract
The report reviews the principal legal and institutional factors affecting water management in the basin, including the 1906 Treaty with Mexico, the 1939 Rio Grande Compact, and the 1956 declaration of the Rio Grande Underground Water Basin by the New Mexico State Engineer. Together, these measures limited both surface-water and groundwater development within the basin and constrained the amount of water available to future users.
