Abstract
The New Mexico State Land Office (SLO) asked the UNM Bureau of Business and Economic Research (BBER) to explore alternative methods for estimating revenues from SLO oil and natural gas leases. BBER analysts collected data on oil and natural gas production, prices, and state revenues from the SLO, the ONGARD computer system, and other sources. This report presents BBER's findings in three sections: a review of the legal issues pertaining to SLO oil and gas leasing; a discussion of methodologies and analysis of BBER and SLO models for forecasting bonus payments; and a discussion of methodologies and analysis of models for forecasting royalty revenues. Illustrated with tables, color charts, and maps.
