Abstract
Federal research and development facilities, such as the Air Force Phillips Laboratory (PL), are an important source of employment and income in New Mexico. Headquartered at Kirtland AFB near Albuquerque, the PL conducts aerospace and weapons system research for the U. S. Department of Defense. The UNM Bureau of Business and Economic Research (BBER) has conducted a series of economic impact studies for PL. BBER estimated that PL operations accounted for over $153 million in total spending in FY 1994. By analyzing the multiplier effects and the secondary impacts of in-state spending, BBER concluded that PL made a substantial contribution' to the NM economy that year by supporting over 4,000 jobs, providing nearly $166 million of total personal income, and raising $16.5 million in state and local tax revenue.'
