Abstract

This report evaluates the dual macroeconomic impacts of state-administered workers' compensation and unemployment insurance programs on small and newly established businesses. Utilizing empirical mail-survey data gathered from 1,194 large and small firms across seven distinct states, the study reveals an inequitable financial premium burden and lower program utilization rates facing smaller employers under workers' compensation frameworks, while demonstrating that the relative financial and administrative impacts under unemployment insurance structures are comparatively balanced.
