Sandia National Laboratories (SNL) is a multi-program laboratory managed and operated by Sandia Corporation (Sandia), a wholly owned subsidiary of Lockheed Martin Corporation, for the U.S. Department of Energy’s (DOE’s) National Nuclear Security Administration (NNSA) under contract DE-AC04-94AL85000.
SNL is located on Kirtland Air Force Base immediately southeast of Albuquerque, New Mexico. Past research and testing activities have created areas of potential environmental contamination; these areas are defined as solid waste management units (SWMUs) and areas of concern (AOCs). These are listed in the Resource Conservation and Recovery Act Facility Operating Permit (Permit) for SNL.

 

SWMUS AND CORRECTIVE ACTION

Corrective action is a process that consists of several steps:
  • Initial identification and assessment of potential SWMUs.
  • Investigation to characterize each SWMU (i.e., collect the data necessary to determine the nature and extent of any releases of wastes or constituents), and to evaluate whether wastes or constituents that are present or may have been released pose an unacceptable risk to human health and the environment.
  • Evaluation of corrective measures alternatives or remedies (e.g., methods for containing or cleaning up releases, if necessary).
  • Selection of measures and remedies by the New Mexico Environment Department (NMED).
  • Implementation and completion of the selected measures and remedies.
  • Maintenance of controls after completion of the selected measures and remedies, where appropriate.

 

REQUEST FOR MODIFICATION OF HAZARDOUS WASTE PERMIT

The DOE/NNSA and Sandia have recently completed corrective action at six SWMUs and are requesting that the NMED modify the Permit to designate them as approved for Corrective Action Complete status. Long-term controls will be maintained at one SWMU and one individual feature within another SWMU. This will be a Class 3 (major) modification to the Permit.

 

SUBMITTING COMMENTS

A public comment period associated with this request for a Class 3 permit modification began on May 25, 2016. The deadline for all comments was 5:00 pm MST on July 24, 2016.

PUBLIC MEETING

DOE and Sandia presented information about the six SWMUs in poster format at a meeting: Tuesday, June 21, 2016, 6:00 – 8:00 p.m., at the Manzano Mesa Multigenerational Center (MMMC), located at 501 Elizabeth SE, Albuquerque. MMMC is accessible to persons with disabilities. For additional information, please contact MMMC at 505-275-8731.
The posters were available for review, and personnel from SNL/NM were available to answer questions during the entire meeting. Attendees were also able to make written comments during the meeting. All written comments submitted during the meeting will be forwarded to the NMED.
