Abstract

Surprisingly little is known of the origin of the independent offices and agencies of the states. Little effort has been made to analyze and explain the combination of forces and pressures that have resulted in their creation, decided the authority to be given or denied them, and determined the manner in which they were to be filled. This thesis seeks preliminary answers to these questions for the state of New Mexico.
