This is a teen center planning and development document. The evaluation of the Indian Heath Service Albuquerque Area teen centers found that a good model had been developed, but not fully implemented. Services were found to be appropriate, generally accessible, however not fully acceptable to the community. This document includes a step-by-step description of how a teen center model can be introduced and sustained in an American Indian community. The model is designed to be implemented as a demonstration project, and to be carried out in selected communities over a two-year period. The model plan strives to 1) improve access to specialty health care for Indian adolescents; 2) maximize the cost-effectiveness of health care services, specifically by improving professional staff capabilities and making greater use of community resources; and 3) promote personal and community responsibility for health and social fitness. Involvement of adolescents and the community in the program planning, development, and contribution are highly recommended. This document also provides guidelines for reporting, monitoring and evaluating teen centers.
