Abstract

In the spring of 1892 the State Department called in Foster to assist in the negotiations with Great Britain in regards to the fur seals in the Bering Sea. By the time he began to participate in the discussions, the question gave some indication of being well on the way to settlement, although it would be another twenty years before success was finally achieved.
