Abstract
The primary purpose of this study is to propose a program for the preparation of elementary teacher educators in the Republic of Viet-Nam. More specifically, the proposal is a design of a one-year professional program to provide pre-service training for qualified individuals to become normal school instructors and/or to prepare them for other leadership positions in elementary education.
The study underlies three major problems of Viet-Namese education: (~) the inadequate training of elementary school teachers; (b) the lack of a qualified teacher education staff; and (c) the challenge for change in Vietnamese education.
