Lúcio costa's cit y plan was composed of two curving ares for residential areas cut in the middle by the eixo monumental, along which the government buildings would be located.Vista da torre da televisão do Eixo Monumental, na direção do Lago paranoá. No centro e ao fundo está o Congresso Nacional, e na frente dele, o terminal regional de ónibus. O plano da cidade de Lúcio Costa éra composto de dois arcos em curva para as áreas residenciais, e cortados no meio pelo Eixo Monumental, ao longo do qual os prédios do governo seriam localizados.
