Abstract

This report examines U.S. natural resource policy during the 1975–1985 period, arguing that fragmented regulations and distorted economic incentives have contributed to resource depletion, environmental degradation, and energy insecurity. Allen V. Kneese proposes a comprehensive policy framework emphasizing market-based environmental controls, conservation, energy reform, resource taxation, and institutional reorganization to achieve more efficient and sustainable resource management.
