Abstract
This report analyzes regional air quality issues in the American Southwest, focusing on the environmental degradation caused by massive stationary industrial facilities (such as coal-fired power plants and copper smelters) and sprawling mobile vehicular emissions. Utilizing complex, high-terrain air dispersion models, the report models regional pollution impacts, outlines the limits of traditional regulatory policies, and proposes a state-administered sulfur emissions fee alongside vehicular smog taxes as market-based economic incentives to combat pollution effectively.
