Abstract

This report assesses the systemic constraints on national energy extraction across the Southwestern United States (Arizona, Colorado, New Mexico, and Utah). It demonstrates how intersecting regional issues—specifically acute water scarcity, environmental preservation policies, and tribal resource sovereignty—directly challenge federal mandates for expanded fossil fuel and uranium production.
