Abstract
The article places special emphasis on education and workforce development. Barr argues that poverty and unemployment result largely from inadequate educational opportunity and vocational preparation. He identifies unused human potential, particularly among the poor, racial minorities, and other disadvantaged groups, as a major economic resource that could be mobilized through expanded education, job training, and equal opportunity programs. In this respect, the report views human-capital investment as essential both to economic growth and to social justice.
