Abstract
The report evaluates the fiscal consequences of alternative development and open-space preservation options for the Volcano Cliffs subdivision on Albuquerque's West Mesa. The study examines impacts on the City's General Fund, General Obligation Bond Fund, and Joint Water and Sewer Funds, comparing the costs of municipal services and infrastructure against projected tax and utility revenues under four alternative land-use scenarios.
