Abstract
The report evaluates the likely economic effects of proposed revisions to New Mexico solid waste regulations and compares them with proposed federal standards under Resource Conservation and Recovery Act (RCRA) Subtitle D. The study uses eight hypothetical landfill scenarios representing typical New Mexico communities to estimate compliance costs associated with monitoring, liners, closure requirements, staffing, methane control, and post-closure care.
