Abstract

The report evaluates the technical, economic, and operational feasibility of expanding recycling and integrated solid waste management programs within the Southeastern New Mexico Economic Development District (SNMEDD), encompassing Chaves, Eddy, Lea, Lincoln, and Otero Counties. Prepared by the University of New Mexico Bureau of Business and Economic Research and the New Mexico Engineering Research Institute for the Southeastern New Mexico Economic Development District, the study analyzes regional demographics, economic conditions, waste generation patterns, existing landfill capacities, recycling markets, collection systems, processing technologies, and costs associated with alternative waste management strategies. The report develops a comprehensive planning model that incorporates collection, transportation, processing, landfilling, composting, and materials marketing costs, enabling local governments to compare alternative recycling and disposal scenarios.
