Abstract

The Rancho West Mobile Home Association (RWMHA or Association) needed funding to replace the aging Rancho West Estates (RWE) water distribution system to ensure a dependable future water supply, in terms of quality and quantity, for association members and residents of the RWE. The RWMHA did not qualify for commercial loans and did not have enough money to pay for the project. Association Board members stated working to obtain finding to replace the water distribution system in 1996. RWMHA Board members were very concerned about the health and welfare of all members and residents of the RWE. Concerns that were foremost in their minds, included the possibility that someone might get sick from drinking contaminated water and/or there would be a serious fire in the community and someone would get hurt or killed because of low water pressure in the water distribution system. Many of the Board members no longer wanted to be on the Association Board, but no one else in the RWMHA wanted to serve on the Board. The project was to research, locate and obtain funding that would allow the RWMHA to finance replacement of the RWE distribution system.
