Abstract

In this short discussion of an instance often referred to as a "splendid vindication" of the Monroe Doctrine, the author intends to give as impartial a treatment of the problem chosen as human limitations permit. The Monroe Doctrine during the French Intervention in Mexico and during the Civil War was, contrary to the assertions of some American historians, a dead letter.
