Abstract
With the overriding complexity of assigning Pigovian taxes to correct market failures, a set of models aimed at regional planning tools more traditionally employed in macroeconomic analysis is presented. The emphasis is on institutional or structural changes in regional economics and the relative efficiency in effecting environmental quality through government expenditures.
