Abstract
This document was prepared by the U.N. Economic Commission for Latin America and the Caribbean (ECLAC) and the German Agency for Technical Cooperation (GTZ) to be submitted to the delegations attending the World Conference on Renewable Energies in June 2004. This document outlines the following: international, intergovernmental, and regional energy initiatives; the current state of renewables in the region; an analysis of the obstacles being faced; and a strategic outline of how to implement renewable energy policy.
