Favela near the Morumbi district in São Paulo with luxury apartments in the background. Similar situations exist in most of the other major urban metropoli in Brazil. Because of explosive growth, largely from rural migration, city officials have often been unable to provide such basic facilities as water, electricity, sewage, and especially housing. In the case of São Paulo, nearly 3 million new immigrants arrived in the city from 1970 to 1980, mostly from the impoverished Northeast. It is estimated that today, over 5 million people live in substandard housing in São Paulo, at least 1 million of these in favelas. The city continues to grow with a current metropolitan population of over 15 million.Favela perto do bairro do Morumbi em São Paulo com apartamentos de luxo ao fundo. Situações semelhantes existem na maioria das outras maiores metrópoles do Brasil. Devido ao crescimento explosivo, em grande parte devido à imigração rural, o governo da cidade tem muitas vezes sido incapaz de prover serviços básicos como água, eletricidade, esgoto e especialmente moradia. No caso de São Paulo, aproximadamente 3 milhões de imigrantes chegaram na cidade de 1970 a 1980, a maioria advinda do Nordeste. Estima-se que mais de 5 milhões vivem hoje em moradias inferiores ao nível normal de São Paulo, das quais 1 milhão encontra-se nas favelas. A cidade continua a crescer contando agora com uma população metropolitana de mais de 15 milhões de habitantes.
